The  HV cable are coming to the HV room through raise floor. Should the HV cables in raise floor be directly laid or in a cable tray.

I would always, always put HV cables in a tray.

HV is usually considered 115KV and up.  (ANSI C84.1)

I have never seen HV cables run inside under a floor.  So, I'm probably not a good person to ask.

I would start with, What is the cable type?  What is the voltage?

There is likely an industry spec for the cable installation.  It will not be part of the NEC.  I don't know about IEC specs.

@Ronnie: it is not essential to have HV Cable in a cable tray. It depends on you to have in a cable tray or without cable tray.

@Carl: Based on IEC, above 10kV you can call HV or MV.
