As far as I know that grounding conductors underground at a dairy farm had to be copper only. Is this correct per NEC?

Agricultural buildings falls under NEC Article 547 in general & your question I think is answered by 547.5(F), except (F) applies to separate grounding conductors.

The 2011 code required covered or insulated copper underground.

The 2017 code only requires an insulated conductor, it no longer specifies copper.

250.120(B) states that an aluminum or copper clad aluminum grounding conductor shall not be terminated within 18 inches or 450mm of the earth.
